The research shows that media attention and upcoming elections are stronger drivers of judicial challenges than the actual likelihood of success in court. Surprisingly, the electoral cycle plays a role very different from what many theories would predict.

Why do opposition parties challenge laws they know they won’t overturn? I explore that puzzle using an original dataset of all laws passed in Spain (96-23). The findings suggest that legal outcomes aren't always the goal—sometimes, it's all about visibility, timing, and electoral strategy.
