- I *loved* his comments re liability(similar to Biden’s Nat’l cyber strategy a few yrs ago) but ooOooo girl was some of it 🌶️🌶️🌶️: specifically holding *developers* liable.
I don’t necessarily disagree, but it’ll need to be done carefully/with intention & attention to OSS ecosystem cc @aeva.online

- digital solidarity, something the State Department was trying to push: recognizing that we can’t defend cyberspace by itself, we need our partners. I’m also pleased that the Fed Gov has recognized we need the private sector, too, to defend: big tech,security researchers

- the “new triad”: vs bombers tanks and ships, new threats are AI, quantum, and uncrewed platforms. That’s a cultural change and we need to address that.We need a “cyber force;” there was a lot of push back from us traditional folks on “Space Force” and I’ll* be real: I think it’s working/going well

We need reciprocity, between entities and audits etc.
- shared resourcing (shout out to @kympossible.bsky.social & @zatik.io , which has EXACTLY this model to help EXACTLY these entities): we need to recognize, prioritize, and resource digital space; where’s the protection force for that?

- regulatory reform: we need to decrease the cost of doing business [while still holding entities accountable]- eg financial services: they have so many regulators who don’t coordinate; they spend too much time in audit & compliance, and we know compliant != secure

- On the Internet: it was never made to be secure, but we’re treating it like it is. Implement PGP
- Liability: we need to hold manufacturers and developers to a higher standard. We need to be SECURE to market, not FIRST to market

Re the cyber strategy, “‘’manage the competition,’ ok, that acknowledges our reality; the competition here is PRC, less so Russia, but, yknow, it’s there. MAD worked with nuclear weapons, but we don’t have that in cyber. Competition, crisis, and conflict— the 3 phases— need to be redefined.”
