My guess is that the more there is for the software to work with, the better the results will be. An emulated ps1 title might have a low resolution and a low frame rate, resulting in artifacts. Of course, the latency is a downsight, which is why I would not use it for anything "competitive".

I either use it to reduce power consumption for demanding and "unoptimized" games, that didn't support upscaling or fg (frame generation), like gta5 pre-enhanced or with titles that behave weird when unlocking the framerate, like fallout 4, resulting in a smoother experience. It works for me.

Skill issue? You cannot expect good results, doubling the frame rate with anything under ~60 fps. Even that is suboptimal. Aim lower and you'll probably are fine. Other than that, stop running after people if you can't stand some hype. There are a lot of benefits for everyone with low-end hardware.
