Neither is Serbia a EU member nor any of the other participants taking part in the talks.
It would be impossible to fulfill all the criteria by next year.

The EU does NOT import any refined russian oil products from third party countries like India any more.

Now, Transnistria needs to buy electricity and gas via the Moldovan government. I.e. the dependency was reversed and Russia cannot blackmail Moldova any more.

Additionally, these power lines are 1 of many criteria for joining the EU for Moldova.

This power plant ran 100% on russian gas. Last year Ukraine cut the transit of gas and Ukraine has helped Moldova with electricity and their gas storage (non russian gas).

Now Moldova helps Ukraine by delivering gas (transit) and electricity. Moldova has cut the transit fees voluntarily by 50%.

2 more power lines are in planning:

- Balti-Suceava (supposed to be finished in 2027)
- Straseni-Gutinas (supposed to be finished in 2030)

Until 2024 Moldova was 80% dependent on Transnistria (russian occupied part of Moldova) in electricity. Produced by a power plant there.

In the past Ukraine has helped Moldova with electricity and Gas storages. Now, Moldova is helping Ukraine with electricity.

With the new power lines additional capacity is made available which will be redirected to Ukraine.

The 1st of 3 power lines was just built and is in test operations. It's supposed to go in normal operations in March and can provide 50% of Moldova's needs.
Another 2 power lines are supposed to be finisched in 2027 and 2030.

This is one of the many criteria Moldova must fulfill for the EU.

Since Ukraine has stopped the russian gas transit last year, Transnistria cannot use the power plant any more - except by buying gas from the moldovan central government.

So, the dependency and forced subsidies to Transnistria have been stopped and even reverted.

The transnistrian "government" sold electricity to the central government, which was forced to pay for it.

Since Moldova is now a EU accession candidate, new electric power lines are built from Romania. This makes Moldova independent of Transnistria.

But Moldovan central government was dependent on russian gas (100%) and electricity (80%) produced in a power plant located in Transnistria.

Russia has formally sent a bill to Transnistria but never waited for payment. I.e. gas was delivered for free.

I agree with your text, except of one point:

There are no border checks between the mainland of Moldova an "Transnistria" by the Moldovan government.
Moldova does not reconize Transnistria.

There are ~100k pages of juristic texts. Amending laws is not sufficient. They also must be implemented. I.e. staffing + training necessary, IT needs to be adapted in authorities and companies. And much more.

Die Stromleitungen nach Moldawien sind daher auch eine der Prioritäten beim EU-Beitritt. Von Moldawien in die Ukraine muss nichts gebaut werden, weil die Stromleitungen aus Sowjetzeiten bereits da sind. Die wurden damals bewusst überdimensioniert gebaut.

Dasselbe Problem bekommen auch Generatoren in Kraftwerken, wenn die Last nicht ausgeglichen ist. Die fliegen dann im wahrsten Sinne des Wortes auseinander, wenn die nicht per Sicherung sofort abgeklemmt werden.

Russland hätte quasi per Fernsteuerung das gesamte Netz der Ukraine zerstören können.

Empfindlich bei Frequenzänderungen sind übrigens insb. Elektromotoren, weil die Frequenz deren Umdrehungsgeschwindigkeit steuert. Wenn die schwankt, geht der Motor ggf. mechanisch kaputt.

Wenn also in Kaliningrad ein Teil der Kraftwerke ausfallen sollte, würde die ganze Exklave mit dieser "Russendisko" oder ganz ohne Strom dastehen.
Es gibt keine Stromleitung aus Russland mehr dahin. Kaliningrad würde dann tatsächlim im Dunkeln sitzen, wenn da Kraftwerke ausfallen.
