I think he had every intention on not pardoning him until recently. However, it still means he went back on his word regardless. If he didn't, I think Republicans would have continued to hound Hunter.

*kocks on forehead* Read what I said again. The issue wasn't with him. It was with everyone else. Merrick Garland may have prosecuted him, but other bad actors went further to humiliate him. Again, Merrick Garland wasn't waving pictures of Hunter Biden's penis on the Congressional floor.
