Why is the Steam big picture mode button EXACTLY where the minimize button is on normal chromed windows?

Since its blocktober finally time to prototype a csg like level design tool for UE5, cause sadly the inbuilt options are still, lacking.
Just the "brush" creation tool an additive brushes, subtractive next :>
