I blame the reinsurance industry and covid. Too many well intended requirements, but applied unilaterally as a one size fits all isnt working.
Also, huge brain drain post Covid. My theory is alot of the knowledgeable folks didnt wanna rto and dipped. Actuaries cant properly rate for climate 🙁
