Doesn't have to be. Pixel phones have always been able to be unlocked, and projects like Lineage OS and Graphene can provide a de-Googled experience. I'm pretty sure Moto phones are similarly able to be unlocked at the bootloader level. I'm sure there are more. Check XDA.
