Oh got it. It's kind of neither. But you would be training them to be more communicative for adulthood. If an adult walked up to you and stared at you only saying "I'm hungry" I don't think that would be considered polite.

If a kid comes up to you and says "I'm hungry" I think it's a pretty common understanding (though maybe unique to each kid) they are wanting to resolve that feeling and you are their method.

It would not be very smart to assume they are just throwing out that information for no reason.
