You should also try searching in the context of the deaf and dumb communities themselves. Hearing disabilities and lack of ability to speak often show up together so those communities appear together pretty often too.

Instead of a direct critique of a person's actions 'dumb' leans on an ableist shorthand that implies someone who is less able than the speaker should have their opinion dismissed because of some aspect of who they are without directly referencing what the content of that opinion actually was.

At the very least the word 'dumb' is ableist. Dumb was a psychiatric term historically used to refer to someone who was disabled and couldn't speak and became a way to dismiss people for being less able than a given speaker.

It derisively refers to a disparity in ability which is ableist. 1/2
