I think from a scientific standpoint it would be cool,kind of like how they have an outpost in Antarctica.It would be great to have a second vantage point from a second position in the galaxy and would probably be a huge opportunity for scientific advancement. But not for a whole civilization per se

I would advise against it, we are not in a good place in America and foreigners are not particularly safe here anymore.
