BUT a smaller group people note this fact and then conclude that, one, all appeals to procedure are bad-faith posturing, and two, we can make up whatever the fuck rules we want and fiat it into existence by magic (emergent consensus, caretaker autocracy, whatever).

a lot of people are naive about the sources of legitimacy and procedural rules in popular government (governments of all kinds, in fact).
