Is that due to the rise of alternate media platforms which political actors can use to broadcast their msgs? This has undermined the legacy media’s gatekeeper role: if they don’t ’both sides’ all issues then the affronted party will simply boycott them (hello Poilievre CPC) and use other options?

Engaging read. I’d suggest that the CAQ would welcome the controversy such a law would engender. Desperate to reverse sagging poll numbers, using s.33 to protect what they deem to be “Quebec values” and the ensuing court challenge is a tactical move to eat into PQ support.

Yup. Hoping to stoke social division so as to rally the base and boost the sagging poll numbers in the run-up to the next election. PQ and Conservatives will each try to one-up him, further exacerbating social cleavages. Climate change, collapsing health and education systems, unhoused crisis…?
