Considering we KNOW that there was more stuff from the Rare games that was scrapped (i.e. Ellie), my personal guess is despite how long it took to get to it, Universal was bound by w/e restrictions Nintendo had in place for the IP licensing in 2015. So focusing mostly on DKCR, and no Kremlings yet.

The deal between Nintendo / Universal was drafted in 2015, and from my understanding, once that initial plan was approved by Nintendo, they locked everything in. Much like how the Mario section is a very sterile Wii U-era representation of Mario and the games from that era, so is the DK section.
