I have worked on the Federal Budget for 30 years as an agency budget director, consultant, trainer, president of a professional association and adjunct professor. The Federal budget is 25 percent of U.S. GDP. I hope to help people better understand it.

There is simply no plausible argument that the president has the constitutional authority to refuse to spend appropriated funds because he doesn’t like how the money is being spent.

The legality of policy impoundments is just not a close question.

Trump's purge of inspectors general is flagrantly illegal and crooked.

That Trump chose to break the law to remove independent, nonpartisan watchdogs who guard against waste, fraud, and criminal behavior shows his intent to commit acts of extreme corruption.

Just a reminder of the Federal Budget's relationship to the economy. If $2 trillion were actually cut from the budget, the economy would shrink immediately by 7.5%. When multiplier effects kick in as those paid by the Federal government stop spending, then the economic decline would get worse.

In the 19th tariffs were a major source of revenue and corruption. High tariffs gave members of Congress the opportunity to give exemptions to industries that were willing to make payoffs. Do you think the opportunity for corruption is why “tariff” is Trump’s favorite word.

The Federal government is and should be different from private firms in three principles: 1 Congress appropriates every $ spent; 2 Procurements must follow explicit rules; 3 Agency operations are transparent and subject to oversight. Beware of DOGE “reforms” that violate these principles. Musk!
