There is one talk about it being designed for the color of the skin and all other place talking about it being use for Coal worker in general.

Coal Merchant, Coal worker, people that their skin have being affected by the coal.

There also a lot of Elezen that do use real last name they see. In french many last name use a word of profession, hobbies, etc.

Charbonneau= Charbon= Someone who work in Coal place.
Beaumont= Beautiful moutain= Place.
Rousseau= Red hair Or "Ruisseau"(Small river)

It is also a very common Familly name over the french side in Canada ( Even in France ). I know so many people with that name over here. There is street name, place, etc.
