The two digit palindromes are rather trivial, for any divisor d of n you get d d from the base n / d - 1, so you can write all numbers >= 3 as 11. But lots of numbers can't be represented as three-digit palindromes (1004, 1005, 1008, 1012, 1018, 1019, …)
