I'm not entirely confident in my analysis but this is where it led me, so I'm just trusting my gut on this one and that I'm not too horribly off-base.

Of course, this is all my interpretation of Scar as a person as we know him. He’s still stuck in jail, and we know next to nothing about what the Fractidus is doing, and Phrolova is speaking in tongues.
Hopefully we get to know more about that organization soon.

After all, if he, with Fractidus’ help, could create a new world where no lies exist (where humanity is dead/replaced/renewed) with Rover, the person who he believes shares his ideal and is the purest form of his desire, then what could make him happier?

He has had a fractured childhood, and views Rover as his sole salvation in this world of lies.

Paralleling the Shorekeeper, Rover’s existence gives Scar purpose.

Thus, his “love” could be interpreted as “idolization”, the “apex” of his desires.

“The current system (world) is a cage that must be broken to reach the truth.”

Rover is an existence that is outside of the boundaries of this world (1.3 lore), and Fractidus absolutely has their information, and to Scar, could be the representation of “absolute truth”.

To recap, Scar believes that any kindness is under a false veil of lies and malice, because “inherent good” does not exist.

With Fractidus, he is able to realize a world where “falsehood” doesn’t exist through the “Final Lament”, where a new "truthful" humanity will exist.

So that’s a preface on Scar, my interpretation on who he is, and what he wants from Rover based on our currently available information.

But question of the hour is what kind of attraction does Scar have for Rover? What form does it take?

The Illusive Realm is a place where everyone’s truths are laid bare in the form of dreams, so Scar’s trophy can probably be taken at face value and reaffirms his statement that he doesn't want to be Rover's enemy.

Of course, the Fractidus also needs Rover for their own plans, but Scar's personal wants and Fractidus' goals are different.

I'm sure Phrolova also has her own goals that aligns with the organization, but not with Scar.

This alignment is why he's with them after all.

Scar knows through Fractidus, that Rover is quite literally an existence that is outside the natural order.

So, with that status, Rover is Scar’s “ideal”; the representation of everything Scar desires and wants them to be on their side; his side.

However, it is important to note that Scar seems awfully confident that Rover WILL join Fractidus’ side when they learn the truth about the world.

If Rover is “humanity’s hypeman”, and even with this knowledge, will still join Fractidus, then what IS the truth of SOL-3?

Rover does genuinely think that Scar is wrong, though.
Scar's actions involve the deliberate obliteration of the current humanity (which he takes great pleasure in orchestrating), which Rover, as “Humanity’s strongest hypeman”, as shown in 1.3, will never accept.

In their meeting with Scar, Rover has been relatively honest about their feelings with him. In the world of lies that Scar thinks he’s in, this must be pretty refreshing.

To give Rover some credit tho, Yangyang was Scar’s hostage at the time, and is cooperating for her safety.

However, a world where humanity is one with reverberations and frequencies would be a world where everyone will be shown “as is”.
Sanhua, after all, can see everyone’s frequencies, which is literally just “True Sight”.

Where does Rover fall into any of his desires, though?

The world he seeks is attainable through Fractidus, whose goal is to unleash the “True Lament” and create a new lifeform and civilization, whatever that means.

It aligns with his personal goal of wanting to create a “new world” if the current one is that ugly for him.

Based on his experiences, the “natural order” of this world, and humanity by proxy, is ugly, evil and utterly irredeemable.
True equality doesn't exist, and kindness is built on lies.

So, what does he do? He will destroy all of his enemies, until all that is left is the “truth”.

He believes that “to be kind is to be deceitful”.

Wherever he was raised that caused him to think this way, must be a place where “people are only kind if they want something from him”.

His poor childhood and the “stories involving sacrifice” could've enforced this mindset.

So what do we know about Scar as a person so far?
Based on 1.0, he’s a “genuine” person.

In 1.0, he’s been nothing but genuine with Rover and Jinhsi with his intentions; he doesn’t hide behind platitudes or riddles, and instead tells it exactly how it is; an honest man.

As always, this is my interpretation of Scar as a character. I am not claiming to be correct (my ego is not that big), but I think this lines up well enough with all of the information that exists in the game through 1.0 story and the Illusive Realm tokens.
