If offline feels safer, a non-profit called Kiwix has solutions for accessing e.g. all of Wikipedia without internet connection: kiwix.org/en/

Yes there are, even schools. Only a couple of billion people, so definitely there is a need. Due to high data costs, sometimes it doesn’t help even if one lives next to a cell tower. You might still end up being unconnected.
