Context is key for meaning comprehension. It may even facilitate or hinder the understanding. The no-smoking sign, for example, is perfecly understood anywhere, unless you are in a no-smoking area outside a hospital in Spain, when the meaning seem to turn blurry, maybe because of smoke.
