You need to trust the device where you have signal installed as well including the device your communication partner use. Otherwise the data is captured before reaching signal or when it leaves at the other end.

I agree that the morally right course of action for the police would be to step aside and prioritize ensuring the safety of the protesters. From a legal standpoint, I am not familiar with the circumstances.
