Judges are not scientists. They are experts in evaluating evidence in narrow legal circumstances, not in empirical situations.

I’m sorry but the ToR that I read refers to determining best practices for traffic control, security, and so on. There’s no reference to legal standards or law at all. He’s being asked to write a report on something he has no expertise in, based on consultation with those who do.

Judges are trained to evaluate legal arguments, and to review evidence in a specifically legal context. Their expertise is deep but very narrow, and in particular they aren’t trained to determine facts.
