Not surprised. I wrote a piece over a decade ago called The New Normal pointing out that, in time, marijuana users go through a mental adjustment that continues even after usage stops.

You don't have to bribe Congress. Controlled Substances Act is not a constitutional amendment like alcohol prohibition. Federal govt has no authority to ban nor regulate substances.
That's why states can legalize, state's rights.
