im all for these programs, i just dont understand the rationale for deep discounts. these are the deepest-pocketed riders and systems should be recovering as much as they can

i guess my point is why subsidize these rides at a higher rate than everyone else, when these institutions can afford to pay more. they benefit enormously from participating beyond the direct services received

This feels like a fire sale and a slippery slope towards deeply unfair fare structures. These rides are already heavily subsidized and now white collar workers pay less of their way than the people that clean their offices?
