I agree with the article but I don't think Reeves has the capacity to achieve a major positive reform. With all these people advising her, I wonder how she makes these major blunders?

Where I live the council is spending a fortune of the Levelling up fund on things that don't need levelling up. The side roads they want to take back to the Victorian times.
