Depends on the theropod. We can make assumptions about the kind of tongue a dinosaur would have had based on the hyoid bone. T-rexes have similar hyoid bones to crocodilians, so while their tongues may have been fleshy, they were probably rooted to the bottom of their mouth like crocs tongues are.
