Yeah we. They have diminishing returns as villains where you see them like twice, they hit a peak around their third appearance and then you just get annoyed after. Like All For One's peak is the fight against All Might after the Bakugo rescue. Sukuna peaks at the Shibuya incident

Yeah like a good villain who is evil for evil's sake is someone like Handsome Jack from Borderlands. Like if you're gonna make a villain like that you should make them one of those "love to hate them" types

Where the first couple times you see them, they're scary but the more screen time they're given, they become less intimidating and more annoying/exhausting to engage with.
