There’s an artist I know on Reddit known as nairazak who has a few commission slots open for dirt cheap. They have loose, semi-realistic painterly style.
On bluesky I can only think of K’! (@ aviornova, remove the space) and Aleksey Iromonik (@ iromonik) though I don’t know how affordable they are

Jakub Rozalski jumps to mind, but he might be another big budget name. Zire9’s more affordable but does more stylized work and focuses on werewolves, but his designs tend to be pretty grounded and he’s done a few dragons. I’ll need to dig through my accumulated artists
