A local advocacy group is urging Cambridge city council not to pause development in Preston. In a letter submitted Monday, Citizens for Cambridge voiced opposition to an interim control bylaw that would stop new development in Preston for a year.

So what I get from this is that moving people from encampments to shelter doesn't work worth shit, which should be a surprise to no one as most came from shelter in the first place. Needs to be from encampments to supportive, private housing.
