I would hesitate to attribute the problem to CCP although they are certainly not helping it. Misogyny in China roots to a much more profound mentality. If CCP wanted to crack human trafficking that's targeting mentally impaired women, I'm sure they could. The concern would be the ripple effect.

If China doesn't build the network in the more remote areas (where they have less passenger and struggles to pay the maintanence, and, where a bigger portion of the population are ethic minorites), the accusation would be racism. How sweet.
