So, if they are (would be) following illegal orders in this scene, who is going to approach them and what will they do? Right now I don't see anything happening. The facts are great, but what's going to be done and by whom?

I'm terrified, too. You are not alone. Panic attacks started again about one year ago; they were well managed for many years prior to that.
