The short version is, her pregnant mom lived in Gomel Belarus. The symptoms she described for taking meldoniun are consistent with what many believe are effects of low dose in utero exposure, but powers that be wanted to convince everyone low dose is safe and limited the research into health impact

Have you considered Santa Barbara? Laid back, active, safe, but still close enough to LA to stay connected with your networks there. Thanks to the university here, tons of cultural events and arts you wouldn't expect in a small town

The UCs don't have nearly enough parking to accommodate all the students, staff, faculty, and guests and driving to campus is discouraged. Restricting parking, making it annoying an expensive is a strategy to manage the environment and movement on campus.

UCLA is not turning a profit from giving out citations. Staff and maintenance are expensive, and what's left goes toward sustainable transportation programs like subsidizing bus tickets.

UC Parking employees have to follow ticketing policy and can't just believe every note they see on a windshield. That's what the simple appeals process described on the ticket is for. Take the ticket, then appeal.
