They're reincarnated aliens, so I think the strength is natural. in the first chapter, Usagi was able to wipe out a bunch of surrounding enemies with a shockwave in her civilian form.

The way it was always pitched to me until I caved and read it was "its a good adventure story with excellent worldbuilding"
You can read it piecemeal too, like the first arc, the East Blue saga is only about 100 chapters long and reading it will tell you if you fuck with the cast and their dynamics.
