We must see the railway more as a conveyor belt and less as a road system. This puts avoiding disruptions as main priority, which increases demands on maintenance. In addition there is a need to increase rail capacity to absorb the increased traffic.

In the short term actions related to timetabling, longer trains etc can be efficient, but they have limits. In the long term more tracks will be needed, especially at lines and line sections operating close to the capacity limit.
