Not an entirely fair comparison. DLHE was 6 months after graduation whereas GO is 15. The response attrition is huge in that time.

Very big themes!
I do wonder if the policy/narrative drift towards Tertiary is a good thing or a bad thing for FE institutions. I sense some 'levelling-up' aspiration here, but I think there are risks about getting their voices drowned out amongst the big HE players....

Yes - they were a lot bigger back then. Shrinkage is a real problem for Saab owners now
