(Not making a point about Germany in particular. Numerous NATO countries showed a similar trend, & all - except the USA itself &, briefly, Greece & Turkey - spending consistently less as % of GDP than the USA).

I wouldn’t look at it quite that way. During Manfred Woerner’s time as defence minister, (West) German defence expenditure declined as a % of GDP. (Even more steeply once he went to NATO). Didn’t cause him to be a bad NATO SG. “Learning Russian” is rhetorically weak, the underlying point is sound.
