I first encountered it like 15 years ago and I was so bewildered. It was so clear that something was wrong, but a struggle to find words to describe what was wrong. Soap opera effect does describe it perfectly and for the right reason - soap operas are usually filmed at a higher fps.

If you don't get it, this is the setting on each TV brand to disable what is called the "soap opera effect." It is often turned on by default. If you still don't know what that is, use this list to find the setting on your TV and see if you can tell the difference.

My Royal Rangers group had a sexual predator in its midst too. No one really knew at the time (except his victims of course) but I saw his mugshot in the news many years later and he is now in prison for life.
