Agreed but this money seems to be directed towards sovereignty within AI so I would not see it as equivalent to what NSERC does or did.

I don't even have an issue with that (and may benefit) I just think its probably not long-term optimal to try and predict the next big thing

Even in day it can be quite dark and a vest makes lots of sense. I am sure it would not just be kids wearing them. In Sweden it was very standard for adults to wear them when walking/biking.
