While lockdowns would have prevented and slowed transmission rates until vaccines were available, covid still has animal transmission vectors so it was never going to disappear.

The lockdowns did manage to kill a flu strain that only had human carriers though, so that at least was nice.

The vast majority of athletic programs actually aren't solvent, so that's part of where the money is going but the actual answer is admins get paid a lot and it's not hard to convince people with a PhD that it's noble to get paid like a monk and undignified to work anywhere but a university
