The State of Pakistan is openly using Anti-terrorism laws against political workers in Balochistan without providing any concrete evidence. It has been blatantly conflating peaceful civil and political activism with terrorism which is a colonial practice as well as apartheid. This way, the State is targeting activists and has added hundreds of Baloch and Pashtun leaders, political workers, teachers, students etc. to the ‘Proscribed Persons List’. Being on the list, a person is deprived of his/her fundamental rights like the freedom of movement, speech and expression, association, privacy, and right to employment and profession, as guaranteed by the Constitution as well as International law (UDHR, ICCPR, ICESCR). Recently, the State has added the names of BYC leaders Dr. Mahrang Baloch and Shah Jee- Sibghatullah Baloch on the Proscribed Persons List – the so called IV Schedule of NACTA – which reflects its fear of political activism in Balochistan against Baloch genocide. Dr. Baloch is a now global activist renowned for peaceful activism in Balochistan against grave HR abuses like enforced disappearances and extra judicial killings perpetrated by Law Enforcement Agencies (LEAs). Moreover, International organizations like UNHRC and Amnesty International have also raised serious concern at using anti-terrorism laws against political workers, and demanded from the Government to remove their names from such list which infringes upon their fundamental rights. However, the State seems to be firm in its resolve to curb fundamental rights and accelerate the ongoing genocide. History has witnessed that such tactics on part of the imperial powers are short-lived and peaceful activism and resistance always triumphs. The struggle of the Baloch nation is for its survival and would continue until survival is guaranteed.
