6 months after the publication of our investigation, Cyprus continues to deport Syrians under its so-called voluntary returns programme.

Figures from @ec.europa.eu's statistical office show almost 2,300 deportations since January.

Each returnee receives €1,500 right before they depart.

The EU Commission, for its part, provides 90% of the budget of the program.

Between May 2022 & Sept 2024, the EU spent almost €9.7 million on the voluntary deportation of 12,600 people - 1.3% of the population in Cyprus.

The experts we spoke with told us that, more than detention, it was Cyprus' hostile policies against Syrians that were leading to more of them to choose to Syria.

At least, when it came to leaving, Cyprus was eager to hand them envelopes of cash before departure.

For this story, @hopeamelie.bsky.social spoke in March 2024 to Fares (not his real name), a Syrian refugee in Cyprus who had been ordered to leave for Lebanon on a dubious smuggling charge, and had been held in a police cell for 2 months as a consequence.

Fares has since been released.

Frontex' Management Board, made up of representatives of each EU member state, has asked the agency to train more states on return counselling.

The goal is now to train 160 individuals in return counselling in five different member states in 2024, up from 75 staff in five states in 2023.

This newfound interest from Frontex & the EU
in RC is a consequence of the new Pact: states can count their $$ contribution to counselling activities under their “solidarity” contribution, instead of doing relocations.

In 2023, Frontex deployed 4 return counsellors to Bulgaria, where they conducted 1,547 counselling sessions.

The vast majority of these sessions (1,382, or 89%) were conducted between May and September as part of the
EU's pilot project "for return procedures" in the country.

The biggest breakthrough in this investigation was a photo found on the website of Tidhar group, an Israeli real-estate company, taken in 2006.

Yep, that's Rothman, right next to Paris Hilton.
