Mechanics wise... Scavenging, searching, preparing, trading.

What about a weather system? How many trading partners? What about news from the city? How will it be structured?

You could maybe find coordinates to areas on the surface for other survivor groups and smaller challenge areas? It feels interesting, yeah! There could be some interesting settlements as well.

That seems like a fun twist! And it offers a fairly understandable system of progression, delving deeper and deeper.
