Only thing I can think of is when your goal is to create a catastrophe and you attain your goal. You then have a catastrophic success. Detonating a nuclear weapon would be an example of a catastrophic success.

It's not negligent. It's on purpose. They need to send a message that ICE can do whatever they want they will support them. Because that's what they want them to do : terrorize people into submission.
