It's worth remembering that Trump truly believes all of the tax revenue taken in by the U.S. belongs to him personally. And so any Fed gov't spending is taking $ out of *his* pocket. He'll spend it to bribe states or foreign gov'ts but only if/when *he* receives something of greater value in return.
Trump: "We're looking at the whole concept of FEMA. I like, frankly, the concept when North Carolina gets hit, the governor takes care of it. When Florida gets hit, the governor takes care of it. Meaning the state takes care of it ... I'd like to see the states take care of disasters."
