Goddess Statues are the currency for Uma Stars, which I used [very liberally] to get Agnes to 3 stars. I spent a good +100 of them.

It comes down to trial and error, as well as a bit of luck. Keep at it!
Support Cards matter alot too. I usually have 3-4 Speed cards, 1-2 Stamina and Wit card.
Getting good Inspiration Sparks is a factor as well.

So;
Speed > Power > Stamina > Wits > Guts
Speed is King. But you need stamina to cover long distances, and Power to accelerate and overtake in the end surge. Wits needs max. 300pts for reliable skill triggers.
