Yes, of course it's better than nothing.
The difference is that you get private assets seized and the prospect of prison if you fail to pay your council tax.
Mone & Barrowman can just wind up Medpro & start a new company called ProMed in a couple of weeks!

A wealth tax to fund defence would be a comparatively easy sell too. People with more money have more to lose in the event of a war, so they should pay more.
That was the reasoning behind income tax when it was introduced in 1799.
I guess we'd still see Reform voters crying buckets for the rich!
