"menus" is a good way to look at it. My impression is staff wants the menu choices to land well though, so they try to provide realistic options they think will be attractive. The question of why is the menu overall so bad - can staff fix that or is that more elected/appointed direction to provide?

The hard part is we’ve got to inform people’s decision before or at the buying point. Smaller models are so rare now! I don’t think things like extra registration fees like some cities have done is sufficient.

I would bet he is genuinely mistaken. I know a lot of smart, trustworthy individuals that put a ton of faith in AVs being a transportation solution.
