Anyone going to the ER, who doesn't have insurance, is going to get care if needed, regardless of whether they are a citizen or not. Thats bc its inhumane to just let them die. Outside of the ER, you need to be a citizen or fall into one of these groups to get Medicaid.

He's not understanding her comment about caregivers, because he never bothered to learn how it works. Each state designs / runs their own program and some of them will pay a family member to be the caregiver for their Medicaid eligible relative, bc its less expensive this way.
