I also like using emdash, but it is a little bit harder on Windows. Either you have a keypad, and you can type Alt+0151 (good luck remembering that), or you don't, in which case you can do Win+period/full stop, then click on "Symbols" -> "general punctuation" and select the longest dash.

For her part, Katie responds that she "is an organizer" and she "isn't going to stop being an organizer", so she hopes to bring City Hall to the Black community instead of waiting for the most privileged members who have the time/resources to come to City Hall.

Maybe a Pacific Northwest cultural thing? In Seattle it's also very common even on busy 60 foot articulated buses
