I think this is a bit simplistic- while I agree that the proportion of photos from the past that were taken and survived are more formal/composed than post-digital, many of the photos here are clearly candid informal shots e.g. people working, street kids etc, hardly poised in their Sunday best.

There's really no point in asking regular people about their opinions on the budgets for this kind of thing when they have absolutely zero context for it, £6.3m sounds like a lot until you compare it to any other basic infra budget,
